The following guidance from FY05 concerning restrictions on TRADOC conferences is still in effect for FY06:

1. Specific Branch/Proponent Leader conferences will not be hosted, planned or executed during FY05.

2. Blanket authority for attendance at conferences at government expense will not be provided or approved. The only exception is for events for which you or one of your SME are speaking or acting as a panel member. 

3. TRADOC representation at meetings or events that require TRADOC participation will continue to be with minimum essential personnel. 

Our first look at the resourcing strategy for FY05 reveals a continued imbalance between mission and resources. I do not expect any relief while we continue to support the war effort and transition our Army.

14 April email, subject, Restrictions on TRADOC-funded Conferences:

Effective immediately, due to fiscal realities, there is a moratorium on all conferences hosted by TRADOC 
Staff and/or Commandants.  You are encouraged to maximize use of video teleconference assets to 
conduct coordination and to minimize travel expenses.

Exceptions to this policy may be submitted for my approval and will be reviewed/considered on a 
case-by-case basis.  

If submitting a request for exception to policy, be sure to include justification for the conference, a 
list of attendees, as well as total estimated costs that will be incurred by TRADOC to execute the 
conference.  Requests for exception must arrived at this headquarters in sufficient time to preclude 
undo costs penalties for cancelling contracts associated with the planned conference.

Our resource priorities remain focused on training the force and transitioning to the current and future 
force.  This moratorium does not effect CSA Focus work group meetings or conferences outside of TRADOC 
responsibility.  However, attendance at meetings hosted by other commands will be attended by minimum 
essential personnel to accomplish the mission.
