January 2011 - In Dec 09, the Commanding General of the U.S. Army Training and Doctrine Command directed a re-examination of the Army’s individual learning mode. The Army’s course-based, throughput oriented, institutional training and education model was designed to support a peace-time Army with processes and policies that have become an obstacle in the dynamic and competitive global learning environment. The Army Learning Concept for 2015 (ALC 2015) describes a learner-centric model that is more engaging, relevant, rigorous, and accessible for a generation of incoming recruits who have grown up in a digital world, as well as seasoned Army professionals who have experienced repeated deployments and bring a wealth of experience to the learning system. ALC is a product of learning providing the conceptual foundation and required capabilities for a new Army learning model.

December 2010 - Numerous changes have been made throughout the ACTEDS Plan and Master Training Plans since the 2006 implementation. A major portion of these changes have been to the Master Training Plans (MTP) of all CP-32 series as well as the common core MTPs. These changes are either deletion or addition of courses. As well, several degrees that were previously accepted for admission into the intern program have been deleted. Changes to policy letters have also been updated.

April 2008 - The Standard Form (SF) 182, Authorization, Agreement, and Certification of Training has replaced the DD Form 1556. The SF 182 is now a part of the Resource Allocation Selection System (RASS), allowing for the on-line creation, submission, approval, status tracking, and reporting of training. October 2007 - HQ, TRADOC G-3/5/7 has worked with East Carolina University to offer courses that meet the OPM requirement for the 1701/1750 series. Two dL courses (The Adult Learner and Seminar in Training and Development) were offered to CP-32 interns and careerist during the Fall 07 semester. Two additional courses are being offered for the Winter/Spring 08 semester - Instructional Strategies in Adult Education and Principles of Instructional Design. October 2007 - HQ, TRADOC hired 24 Fellows Interns in July 2007. Thirteen of these Fellows Interns were hired for the 1750 job series. This is a five-year intern program that encompasses several specific phases including the completion of a Masters of Science in Instructional Technology and various rotational assignments to include DA, Army Commands and schoolhouses. The Fellows Intern will graduate from this program as a GS-13 or NSPS equivalent. January 2007 - There is a new series in CP-32, job series 1703. With the conversion to NSPS, the current 1702s were only covered up to the GS-12 level. The 1703 series was established to cover the GS-13s and above, and any 1702 positions (regardless of grade) that are analytical in nature. A change to the 1703 job series can take place only when a person has converted to NSPS and the position meets the requirements. The competencies and MTP under 1702 will cover 1703 requirements.

January 2007 - In order to support the recognized need for civilian leaders that are multi-functional and adaptive, the GS-1701-14/15 will now be the "capper" for the GS-1700 and 301-T series. At this level, the Training Manager/Director will be able to perform across the spectrum of the CP-32 GS-1700 and 301-T series. These capper positions will be the Army's leading experts in the use of training capabilities, government and contractor resources to develop training approaches and modules, and the integration of training across doctrine, organization, training, materiel, leader development, personnel and facilities (DOTMLPF). GS-1701-11/13 will slowly phase out of CP-32. Current employees holding these grade and job series will be "grandfathered", but once they leave, the positions will be reclassified to a 1750, 1712, 1702/1703, 301-T position, whichever is more appropriately aligned to the duties and responsibilities of the position.
