Training and Training Development (TD) Automation |

Introduction |
a. This chapter prescribes policies for management, development, procurement, coordination, and fielding of training and TD automation. Of special note: |

(1) |
Responsibilities and requirements referring to "training and TD automation" include both training and TD management functions. |
||
(2) |
The functional automation requirements for TD processes and products to be automated are outlined in this regulation. |
||
(3) |
Trainers, training and doctrine developers, training and TD managers, and contractors, as appropriate, will use the technology and systems discussed. As these systems meet functional requirements and hardware/networks are installed and become operational, use of the automation will be mandatory by all users. |

Purpose |
a. Automation is the training and TD link to the future. It provides the means to develop training products; manage training (students, scheduling, classes, ranges, etc.); manage training development; develop training; and implement training, e.g., via computers in the classroom or the soldier’s home, embedded training within new systems, and video teletraining (VTT). |

Campus Area Network (CAN). A CAN generally covers a smaller geographic area, i.e., installation, than a WAN. A CAN transports data throughout an installation. This network connects LANs and provides data interface and network management interface to the LANs. |
||
(2) |
Local Area Network (LAN). A LAN is the fundamental building block for the computer network. It is used to interconnect hosts within a small geographic area and provide high bandwidths with low delays. It is the user connection to the computer and the means by which data is loaded to or downloaded from the network. The user is connected to the computer network via the personal computer, which is connected to the LAN, the on-off ramp for data. |

(3) |
Wide Area Network (WAN). This network interconnects geographically dispersed CANs and hosts. It is the means to transfer data between installations and other distant sites; it brings data to or carries data from an installation. |

| . Training and TD Automation Description and Requirements |
Description |
a. It is necessary that all training/training management/TD/TD management automation systems be interoperable. They must also meet or provide for meeting the following functional needs: |

Training management: Provides the means to manage --- |

Student enrollment, grading, student record/holding areas, student performance information, and tracking. |

Scheduling of resident courses and unit training. |
|||

Collection of actual training costs. |

| Information Systems Security Requirements |
Purpose |
a. Security requirements for automated data processing (ADP) Level III processing are necessary for foreign students identified in AR 380-19 attending TRADOC schools. |

| Foreign Student Access Requirements |
b. Requirements for granting access to Foreign Students are as follows: |
|||
(1) |
Specific user identifications and passwords will be assigned as students in the organization require access. |
|||
(2) |
System access will be terminated upon completion of training requirements or upon departure from the organization, whichever is earlier. |
|||
(3) |
The system will be accredited per AR 380-19 with the following additional restrictions: |
|||
(a) |
If networked, the system may not have access to external networks unless it has additional security features. |
|||
(b) |
At a minimum, these security features will contain a National Security Agency (NSA)-certified firewall. The system may then be connected to the Non-sensitive Internet Protocol Router Network (NIPRNET) if the system is on a network segment which is behind the firewall. |
|||
(c) |
Additionally, Internet Protocol (IP) filtering as well as communication protocol filtering (specific capabilities must be deliberately allowed, i.e., simple mail transfer, hypertext transfer, file transfer, etc.) must be turned on, and trivial file transfer capability must not be allowed (capability turned off). |
|||
(d) |
At no time will a Foreign Student be given access to classified systems. |
|||
(4) |
Training/TD (Task) Proponents will consult the installation Information Systems Security Officer (ISSO) for assistance. |
