Maj. Gen. A. “Ray” Royalty assumed duties as Deputy Chief of Staff, United States Army Training and Doctrine Command on 2 August 2019.
As the TRADOC Deputy Chief of Staff, he is the advisor and principal assistant to the TRADOC Deputy Commanding General/Chief of Staff and serves as the senior coordinator for staff actions with the TRADOC staff and subordinate centers, schools, and agencies to ensure timeliness and accuracy of response. He ensures that the primary and personal/special staff provide the type and quality of strategic analysis and courses of action needed for the TRADOC Commanding General and Deputy Commanding General.
Royalty was commissioned into the Infantry upon completing his Bachelor of Science degree from United States Military Academy at West Point, New York. Active duty assignments have included time with 5th Infantry Division (Mechanized), 75th Ranger Regiment, 10th Mountain Division (Light Infantry), 1st Infantry Division, and as the Director, G-34, Army Protection, HQDA G-3/5/7, Washington D.C.
While assigned to 1st Infantry Division, Royalty served as senior combat advisor to 1st Iraqi National Police Division in Baghdad, Iraq as part of the 2007 coalition surge. Royalty represents the third generation from his family to have served with the 1st Infantry Division in foreign campaigns during times of conflict - World War II, Vietnam, and Iraq.
Prior to joining TRADOC, Royalty was Commanding General, 84th Training Command (Unit Readiness), Fort Knox, Kentucky. The 84th Training Command is the executive agent for Army Reserve unit collective training – specifically the Combat Support Training Program and the Mission Command Training Program with ongoing partnerships with 1st Army, the National Training Center, and Leavenworth.
Significant Army Reserve assignments have included Aide-de-camp, 94th Army Reserve Command, Hanscom AFB, Massachusetts; Battalion Commander, 3/323rd Regiment, Clemson, South Carolina; Chief of Staff, 81st Regional Readiness Group, Fort Jackson, South Carolina; Brigade Commander, 1/98th Training Division, Fort Benning, Georgia; Deputy Chief of Staff Operations, 108th Training Command, Charlotte, North Carolina; Commanding General, 95th Training Division, Fort Sill, Oklahoma; and Deputy Commanding General, 108th Training Command, Charlotte, North Carolina.
Royalty is a graduate of Infantry Officer Basic and Advanced Courses, Combined Arms and Services Staff College, Command and General Staff College, and the U.S. Army War College. In terms of civilian education, he holds a Master of Business Administration degree from Winthrop University; a Master of Strategic Studies degree from the U.S. Army War College; and a doctorate from The George Washington University in Human and Organizational Learning with an emphasis on culture — organizational and societal.
Awards and decorations include Parachutist Badge, Air Assault Badge, Pathfinder Badge, Ranger Tab, Combat Infantryman Badge, and Army Staff Identification Badge along with various other decorations over his career while serving at company, battalion, brigade, division, and service levels of responsibility.
Civilian business experience spans across multiple Fortune 500 companies serving in leadership positions in manufacturing, sales, project management, and as an Enterprise Resource Planning (ERP) consultant.
Royalty is married to Teena and they have a daughter, Morgan, who recently completed her master’s degree at Boston University.
